		<description>I&#039;m not altogether sure myself, but I think that the driver has to be caught in the act by the police themselves.  The fine can then be issued immediately.</description>

		<description>I&#039;ll be honest I&#039;m unsure about the legality of taking photographs of people using phones, but I&#039;ve certainly felt like doing it myself on more than a few occasions.

Using a mobile whilst driving is one of my biggest pet hates along with a few other things that make my commute to work in the morning more &quot;interesting&quot; than it should be.</description>

		<description>on regards to people using moile phones while driving. on my way to work and home again which takes me 40 minutes i see on average 6 people using there phones. i sometimes feel like stopping the car getting out and taking the phone off them but then i&#039;m out of order. what if i where to take photos of people in there cars while using there mobiles would i be in breach of there civil libitys and if i&#039;m not would be able to have them prosicuted for there actions</description>
